AI Chatbots Provide ‘Unreliable and Biased’ Election Guidance, States Dutch Watchdog

AI assistants have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a possible risk to democracy just eight days before the country’s general election.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants evaluated by the authority “frequently recommend identical two parties”, irrespective of the user’s question or command, the watchdog noted in a analysis released ahead of the late October vote.

In more than half of the cases, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the centre-right CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these political entities, the study pointed out.

Official Warns Against Using AI Chatbots for Voting Guidance

The vice-chair of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for voting advice, as their operation is unclear and hard to confirm.”

Election Context and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the showing of the Freedom party.

The far-right party of Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with many voters still undecided.

Every significant political faction have rejected a coalition with the Freedom party, implying the runner-up party is most likely to supply the future head of government.

Inadvertent Prejudice Attributed to AI Operation

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
