The UK and US have announced a important bilateral deal that will keep zero duties on British pharmaceutical shipments being sold in the American market.

The Terms of the Deal

Under the terms of the agreement, the UK has pledged to increase spending on medicines through the National Health Service (NHS). This commitment ensures that duties on these vital exports will stay at nothing for a duration of 36 months.

This agreement is in response to previous statements to significantly raise duties on branded pharmaceutical imports, with figures mentioned up to one hundred percent.

"This agreement between the UK strengthens the worldwide climate for innovative medicines and introduces much-needed equity to U.S.–U.K. pharmaceutical trade," a statement noted.

Commercial Importance

Pharmaceuticals represent one of the the United Kingdom's largest export categories to the America, which is easily the primary destination for leading UK drugmakers.

Trade data indicate that in the 12 months to the end of last September, the UK shipped medicines totaling £11.1bn to the US. This value represented a significant portion of total UK exports in that span.

"This deal secures employment, increases funding and sets the stage for the UK to become a worldwide center for life sciences," a government official commented.

Key British Pledges

The pact includes several specific changes from the United Kingdom:

  • Revised Affordability Limit: The UK will increase the affordability limit at which it judges new treatments to be too expensive by twenty-five percent.
  • Increased NHS Spending: There is a goal to increase total NHS spending on treatments from 0.3% of the national economy to 0.6 percent over the coming ten years.
  • Rebate Cap: The percentage pharmaceutical firms must return to the NHS to prevent overspending will be restricted at fifteen percent. In the past, repayments topped twenty percent.

Broader Context

The pact comes amid a ongoing tension between the drug companies and the UK government over medicine costs and approval rates.

These tensions were exacerbated by arguments that US patients were charged a premium for the identical medicines than consumers in the UK and Europe.

Over the last 18 months, several major manufacturing plans in the UK have been paused or cancelled, while substantial expansions have been directed toward projects in the United States.

The Science Minister acknowledged that the NHS needed to increase expenditure on medicines, noting that its expenditure on drugs had shrunk as a percentage of its total funding over the past decade.
